Small business GSA Schedules sales increased from 2017-2020

Small biz share of Schedules sales hit high point in 2020

      Small businesses were awarded 37.3% of General Services Schedules sales in fiscal 2020, which was the highest percentage of the last 15 years, according to the latest GSA data.

      Overall, small business Schedules sales, along with overall Schedules sales, rose from 2018-2020, but with less robust growth rates than for overall federal contract spending during the period, a Set-Aside Alert analysis of federal data indicates.

      Set-Aside Alert examined data from USASpending.gov, the GSA’s Schedules Sales Query Plus and the Small Business Administration’s Small Business Procurement Scorecards. The SBA scorecard for fiscal 2020 is not yet completed.

      All years refer to fiscal years in the following analyses.

GSA Schedules total sales

      Total GSA Schedules sales hit their most recent highest points from 2008-2012, followed by a decline, with a low point of $32.2 billion in 2018.

      Here are trends for total Schedules sales for the last three years:

2017-2018   -0.8% sales decrease
2018-2019   3.1% sales increase
2019-2020   9.4% sales increase

      Small business Schedules sales roughly mirrored the trends in overall schedules sales, hitting high points in the 2009-2012 period before slumping to a low point of $11.1 billion in 2017.

      In the last three years, total small business Schedules sales rose:

2017-2018   3.4% sales increase
2018-2019   7.1% sales increase
2019-2020   10.6% sales increase

      The small business share of Schedules procurements reached a high of 37.3% in 2020, the record for the last 15 years. It is the latest increase in a slowly rising share of award to small firms in those years.

      The gains for small vendors on the Schedules, while impressive, still fall short when compared with the huge surge in federal contract spending and small business contract spending in the 2016-2020 period.

      Here are the growth rates for total federal contract spending:

2017-2018   8.8%
2018-2019   6.2%
2019-2020   12.7%

      The growth rates are based on these amounts for total federal contract and indefinite delivery contract spending, from USApending.gov.
