  • Winners & Losers in the new budget;
    VA is up; SBA, TSA down

         The fiscal 2014 omnibus appropriations law has a mix of ups and downs.

         Overall spending is slightly declining. But many programs will get at least partial restoration of the sequester cuts.

         And a few programs will get fairly large net increases.

         Here are some of those funding hikes in comparison to the fiscal 2013 pre-sequestration enacted levels.

    THE WINNERS:

    Agriculture

    • Rural Development, up $180 million.
    • Food for Peace, up $32 million.

    Commerce, up $113 million.

    • NOAA, up $310 million.
    • PTO, up $91 million.
    • NIST, up $41 million.

    Defense

    • Military Personnel and Pay, up $1.3 billion.
    • Army Corps of Engineers, up $487 million (10% increase).

    Energy

    • Energy Programs, up $620 million.
    • National Nuclear Security Administration, up $268 million.
    • Science Research, up $195 million.
    • Nuclear Energy Research and Development, up $36 million (5% increase).

    GSA, up $1.3 billion.

    Health and Human Services

    • Children and Families, up $782 million.
    • CDC, up $567 million.
    • Substance Abuse and Mental Health, up $144 million.
    • FDA, up $91 million.
    • Community Living, up $54 million.

    Homeland Security

    • CBP, up $111 million.
    • Cybersecurity, up $36 million.

    HUD

    • Housing, up $561 million.
    • Sect. 8/public housing, up $411 million.

    Interior, up $44 million.

    • National Park Service, up $29 million.
    • Indian Health Service, up $78 million.
    • Bureau of Indian Affairs, up $18 million.

    Justice, up $338 million.

    • FBI, up $232 million.
    • Federal Prison System, up $79 million.
    • DEA, up $21 million.
    • ATF, up $47 million.

    NASA, up $120 million.

    Social Security Administration, up $265 million.

    Transportation

    • Federal Motor Carrier Safety Administration, up $24 million.

    Veterans Affairs Department, discretionary funding, up $2.3 billion.

    • Disability claims processing backlog, up $26 million.

    THE LOSERS:

         While there were many winners, there also were many losers in the budget. Here is a partial list in comparison to fiscal 2013 enacted levels.

    Defense, down $2 billion.

    • Operations and Maintenance, down $13.6 billion.
    • Equipment Procurement, down $7.5 billion.
    • Research and Development, down $6.9 billion.
    • Military Operations, down $2 billion.
    • Military Construction, down $817 million.

    Education, down $739 million.

    EPA, down $143 million.

    HHS

    • National Institutes of Health, down $714 million vs. enacted level (up $1 billion over sequester, however).
    • CMS, down $195 million.

    Homeland Security, down $376 million.

    • Science & Technology, down $307 million.
    • TSA, down $225 million.
    • Coast Guard, down $211 million.
    • ICE, down $164 million.
    • Secret Service, down $27 million.

    HUD, down $687 million.

    • Community Planning and Development, down $145 million.

    Interior

    • US Fish & Wildlife Service, down $32 million.

    IRS, down $526 million.

    Labor, down $449 million.

    National Science Foundation, down $82 million.

    SBA, down $116 million.

    Transportation

    • FAA, down $168 million.
    • FTA, down $100 million.
    • Federal Railroad Administration, down $34.6 million.

    USAID, down $215 million.
